I was just charged a utility overage invoice. Why have I never been charged this before?

Utility limits are included in every Alcove rent payment (see page 13-14). If these limits are exceeded, then the overage will be divided between the current occupants and charged accordingly.

During Covid, Alcove made the decision to take on admin, setup, and management of utilities. Understanding there would be a general increase in work-from-home and thus an increased usage of utilities, Alcove made the decision to cover utility overages (within a reasonable amount) for housemate benefit.

Now that the world is in a better state and COVID is not forcing people to stay and work from home, as well as a growing number of properties regularly going over the utilities, Alcove has decided to move back to following the terms of the lease, as covering for housemates has become financially untenable. Section 7 of the signed lease (~page 13) spells out expectations and requirements for utility limits and overages.
